I have the honour to enclose a correspondence
with Dr Jokai 0.M.G. Senior Chinese member of the
Legislative Council consequent upon a minute of the
Colonial Secretary pointing out that Dr Yokai had
received a ree in comection with the preparation of
a petition on behalf of the Chinese with reference to
a Bill then before the Council.
On the receipt of the minute of the Colonial
Secretary, I consulted with the Attorney General and,
after examination of the Letters Patent, and Instruct-
ions issued to the Governor of this Colony, I agreed
with him that Dr Tokai's action contravened no prin-
ciples of the Constitution of the Colony, and further
that even if it were considered advisable there is no
TE RIGHT TONOURABLE
